31 Firms Win 37 Oil and Gas Blocks in Nigeria’s 2025 Licensing Round

Thirty-one companies have won 37 oil and gas exploration blocks in Nigeria’s 2025 licensing round after a competitive commercial bidding process held in Abuja.
The Nigerian Upstream Petroleum Regulatory Commission, NUPRC, said 143 companies submitted 200 bids for 37 of the 50 blocks put on offer.
The blocks cut across Nigeria’s major hydrocarbon provinces,
16 onshore blocks in the Niger Delta,18 shallow water blocks,1 deep offshore block.
3 onshore blocks in the Benin Basin,4 onshore blocks in the Anambra Basin ,4 onshore blocks in the Chad Basin.4 blocks in the Benue Trough
Thirteen blocks did not attract any bids. For the first time, all of Nigeria’s frontier basins . Benue Trough, Chad Basin, Anambra Basin and Benin Basin recorded successful bids, a sign of growing investor interest beyond the traditional Niger Delta and offshore areas.

NUPRC said final awards will be issued only after the winners pay the required signature bonuses and receive approval from the Minister of Petroleum Resources, in line with the Petroleum Industry Act, 2021.
NUPRC Chief Executive, Oritsemeyiwa Eyesan, thanked President Bola Tinubu for supporting a transparent process. She congratulated the winners and urged them to pay quickly and begin development, warning that licences left undeveloped risk being revoked under the Commission’s “drill or drop” policy.
Representatives from the Federal Ministry of Petroleum Resources, Federal Ministry of Finance, Nigeria Extractive Industries Transparency Initiative, NEITI, and other stakeholders observed the commercial bid conference to ensure transparency and compliance with the law.
