10th National Assembly nearing end with 68 campaign promises still unmet — AdvoKC report

The 10th National Assembly is heading into its final year with most of its legislative promises still undelivered, a new civic-tech assessment shows.
AdvoKC Foundation’s _Promise Tracker NG_ report released Sunday tracked 92 commitments made by the Senate and House of Representatives at the start of their tenure. Lawmakers have only delivered 24 of them. The remaining 68 are either broken, stalled, or “compromised.”
The House of Representatives fared worse, fulfilling just 13 of 56 tracked promises. That gives it a fulfilment score of 26.8%. AdvoKC classified 4 House commitments as “compromised” and 39 as “broken.”
The Senate did better but still fell short. It delivered 9 of 34 promises for a 44.11% score. Twelve Senate commitments were marked “compromised” and 13 “unfulfilled.”
The House scored highest in healthcare at 67%, and justice/security at 57%. But it recorded 0% in economy and jobs, and only 6% in governance and political reform. Electoral reforms and constitutional amendments remain largely untouched.
The Senate posted 66.7% in education and 57.1% in economic development and jobs. However, AdvoKC flagged constitutional amendment, youth inclusion and local government autonomy as major areas where progress has stalled.
“Not a wish-list, a covenant”
AdvoKC Project Director Habib Sheidu said the legislative agenda was meant as a contract with Nigerians, not political rhetoric.
“Legislative agendas are not merely aspirational policy wish-lists; they are solemn public covenants made with the Nigerian people,” he said.
He called the report a “wake-up call” rather than an indictment, with one year left in the Assembly’s term. “Our lawmakers still possess a vital window of opportunity to salvage their legacies, fast-track trapped constitutional reforms, and deliver the transformational governance they promised.”
AdvoKC said its Legislative Agenda Meter was built to give citizens data-driven access to lawmakers’ performance. The Foundation will keep updating Promise Tracker NG and urged citizens, civil society and the media to use it for accountability.
